travel spain on a budget

The best time for family travel to Europe?
My family and I are trying to plan a trip to Europe in about a year. It would be 2 adults and 2 children aged between 6 and 8. We planned to start a stay of 6 weeks and try to reach Spain, France, Londen, Germeny, Italy and Greece We are trying to know what would be the best time to visit. Try to do this on a budget. We are in Hawaii.
I would say the spring or fall. The winters can be very cold. Summers are rather for the weather, but in August, some countries are more or less on vacation. I know that in France, it happens much in August because everyone is holiday. This means that the stations are very crowded, and ordinary businesses are usually closed.
