A federal district court sentenced Indiana Thomas Carr of violating sex offenders and the registration and notification law. The Act imposes penalties on anyone convicted sex offenders, and travel in interstate commerce or abroad, knowing can not be registered as a sex offender, unless he proves that "uncontrollable circumstances" prevented him from doing so. On appeal, Carr contends that violate the law because he has traveled before the law was approved. Seventh Circuit held that the law does not require the defendant to travel after its adoption, and therefore affirmed the district court.
